In promoting an affordable housing policy support, in 2015, the government has taken the following decisions:

1) Housing realised by private promoters: to make the housing affordable to as many people as possible.

Fixed sale price: 4 200€ / m2 of usable surface of the residence (incl. 3% VAT) which is 40% lower than the median market prices.

2) Housing realised by the SNHBM: for those receiving housing support.

The SNHBM will be entrusted with the construction of 50% of the housing planned in the new districts of the Kirchberg. Sale price will have a fixed ceiling of 3 250€ / m2 (incl. 3% Vat).

3) Conditions of sale Private promoters: 99 year long-term lease; sale exclusively to private buyers guaranteeing to occupy the premises personally and to make it their residence; sale is restricted to people working within Luxembourg city; purchasers must not be owners of any other residence; the Fund reserves the right of pre-emptive purchase in the event of resale for the whole duration of their lease.

SNHBM: 99 year long-term lease; sale of minimum 60% of the housings to private buyers receiving housing support, for permanent personal occupation only; purchasers must not be owners of any other residence; the SNHBM reserves the right of pre-emptive purchase in the event of resale for the whole duration of their lease.
